There Should Be No Presumption of Innocence

Searching through various articles and blogs this morning, I couldn't find any that seemed upset over the fact that the President called the Christmas Crotch Bomber's attempt "alleged."

On the positive side, he did refer to 'terrorists' and 'terrorism' as opposed to man-caused disasters and purveyors of man-caused disasters.

Correct me if I'm wrong here, but didn't we decide that 9/11 was able to take place because of terrorism being treated like a criminal matter and different branches of security being unable to mesh information?

Isn't calling this act "alleged" a clear signal that we are returning to a pre-9/11 posture with regards to treating foreign terrorists the same way we would someone that robbed your local TD bank? What does it say to the rank of file of al Qaeda that the President of the United States calls the acts of a declared radical that was caught with his pants down and the underpants to prove it..."alleged?"
