Cassidy's Killer Caught and Cuffed

First I have to get this out of the way... Remember I told you that Philadelphia Mayor John Street had said that things like this happen because the federal government cut drug and alcohol programs?

"Lewis, a high school dropout whose mother is a Philadelphia corrections officer, was arrested in 2005 on drug charges and placed in a treatment program, which he completed in February. The drug charges and a 2006 attempted theft charge were then withdrawn. In June, he was again arrested on drug charges; that case is pending." (source)

But when things are bad, it's little things like this that make you (or me) feel better:

"Philadelphia police detectives arrived on a flight this afternoon to collect John Lewis, the apprehended suspect in last week's killing of Police Officer Chuck Cassidy.

Observing a police tradition, the detectives tucked an extra item into their luggage: Cassidy's chrome handcuffs, which they plan to use to bring the suspect north to face prosecution here." (source)

Dana, from Common Sense Political Thought, has a post up concerning the gun that killed Officer Cassidy and Philly's "catch and release" program. Does the blame rest with the City of Philadelphia in addition to John Lewis?
